Ah actually mea culpa; I'd left those files ungenerated because I'd assumed that the drafts server was still doing the redirecting that it used to, and we didn't need them here. (That is, I thought only `https://w3c.github.io/csswg-drafts/css-backgrounds/` would 404, but `https://drafts.csswg.org/css-backgrounds/` would be fine.) Seems like it's not, so we do indeed need to continue generating and serving the redirects ourselves.
