[csswg-drafts] [cssom] Published https://drafts.csswg.org/cssom-1/ spec is out of date with repo source (#8806)

sideshowbarker has just created a new issue for https://github.com/w3c/csswg-drafts:

The published https://drafts.csswg.org/cssom-1/ spec shows a “18 October 2022” publication date, but the commit history for the repo source at https://github.com/w3c/csswg-drafts/commits/main/cssom-1 shows that there have been multiple commits made after 18 October 2022 that hence aren’t in the published spec.

Notably the `CSSImportRule` interface in the published spec lacks the `layerName` and `supportsText` members.

So it seems the https://drafts.csswg.org/cssom-1/ spec needs to be rebuilt/republished from the lasted repo source.
