We made this particular decision about a decade ago, fwiw. As @svgeesus said, it was done to placate browser devs at the time. See <https://lists.w3.org/Archives/Public/www-style/2011Nov/0814.html> for the discussion and resolution.

There've been updates to the list maybe once a year or so, if I'm recalling correctly. It's not a lot, but it is ongoing.
