[csswg-drafts] [css-text] Spacing in Canadian French (#8657)

xfq has just created a new issue for https://github.com/w3c/csswg-drafts:

Canadian French is not mentioned in the link and the [rules](https://web.archive.org/web/20220702182047/https://www.btb.termiumplus.gc.ca/tcdnstyl-chap?lang=eng&lettr=chapsect17&info0=17.07) are different for Canadian French. There’s no extra space before question marks, exclamation marks, and semicolons, for example. We should probably need to add spaces depending on the region.
