Re: [csswg-drafts] [selectors-4] Add pseudo-class to establish before-change style for css-transitions on new elements. (#8174)

For the naming discussions, I prefer something like `@initial-state` or `@initial-style` since this is defining the [before-change style](https://www.w3.org/TR/css-transitions-1/#before-change-style) only for elements which did not have a style. This is not the from keyframe if the element did have a style and it is never used as a keyframe for css animations.

We could also invent a new term of course and refer to it from the css-transitions spec - the tldr is it is defining the before-change style value used for starting transitions so I think it would be nice if the name implied this in some way.
