`scrollIntoViewIfNeeded` usage seems to be rising over time: https://chromestatus.com/metrics/feature/timeline/popularity/389 If `scrollIntoViewIfNeeded` needs to be part of the web platform for compat (currently it's not implemented in Gecko), another option would be to standardize it and add smooth scrolling and positioning capabilities to it, instead of adding "if needed" to `scrollIntoView`.
