Re: [csswg-drafts] [selectors-4] Consider respecting border-bottom-style on the :visited selector (#8871)

As I was [trying](//github.com/w3c/csswg-drafts/issues/8871#issuecomment-1562340033) to say, current browsers impose restrictions on the alpha component of the color in ":visited", it is cast to the same as in ":link". This is done so that, for example, it would be impossible to apply a bunch of heavyweight SVG filters to a link and measure the difference in performance indicators.

If it is possible to change the style of the lines so that gaps appear without color (from `wavy` to `dotted`), this may violate the privacy of users.
