I think what @jakearchibald was looking for is having a small set of centrally maintained normative user agent style sheets. We have that for HTML, SVG, and MathML, but there's no such style sheet for `*|*`. The user agent style sheets @gsnedders pointed out seem somewhat confusing to me. Some seem to monkey patch SVG, others are informative, but don't mention the normative style sheet (though some do).
