SebastianZ has just labeled a pull request from SebastianZ for https://github.com/w3c/csswg-drafts as "css-borders-4": == [css-backgrounds-4][css-borders-4] Split borders and box decorations into CSS Borders 4 == Moving the features related to borders and box decorations into their own specification called CSS Borders and Box Decorations Module Level 4 (aka CSS Borders 4). (See the [related resolution](https://github.com/w3c/csswg-drafts/issues/7664#issuecomment-1611748037).) Note that this patch does _not_ include moving `box-decoration-break` to CSS Box 4 as per resolution, because that property is [part of CSS Break 3](https://drafts.csswg.org/css-break/#break-decoration) and not CSS Backgrounds 4. Also note that this change mainly does a clean split with only the necessary editorial adjustments. Additional necessary changes like updating the Changes section, for example, will be done in separate commits. This fixes #7664.
