Re: [csswg-drafts] [css-text-4] Renaming text-space-* to white-space-* (#8273)

The CSS Working Group just discussed `[css-text-4] Renaming text-space-* to white-space-*`, and agreed to the following:

* ``RESOLVED: rename `text-space-collapse` back to `white-space-collapse` ``
