Re: [csswg-drafts] [selectors-4] Add pseudo-class to establish before-change style for css-transitions on new elements. (#8174)

I would need to look more into this discussion and the idea itself, but just want to drop in a use-case that is really common in my practice, which seems like a very good case for the `:initial` — transitions for the `:target` elements.

Both when you give a link to some content, or just use the `href="#foo"` to go to a certain place on the page, you'd want to highlight the target, _but_ only temporarily. If you're highlighting it always, then you either have to make it subtle enough not to be in your way when you're continuing using the site, or bright & contrast enough to be noticed, but then it would get in your way.
