Re: [csswg-drafts] [selectors-4] Add pseudo-class to establish before-change style for css-transitions on new elements. (#8174)

Apologies for not having read this over for last week's meeting. Looking at the thread now, this sounds *great*, and I especially like the current syntax approach of a conditional rule that applies the contained styles only to supply a before-change style. The interaction with Nesting makes this *especially* nice.

I don't have a strong opinion on the name. I'm okay with `@initial`, but I sympathize with @nt1m's objection. `@initial-style` sounds okay to me. I'd probably avoid `@initial-keyframe` as it sounds like it ties more heavily into Animations and `@keyframes`, when it doesn't have anything to do with that.
