I would like to point out that the CSSWG [has already resolved](https://www.w3.org/mid/CADhPm3s4CzEEENXEUSkSuHo_jBhBNrh23DRZa42heqPOAW4RDA@mail.gmail.com) to add `inherit()` to css-values-5. I think the Agenda+ is just for @LeaVerou’s suggestion that we [start by limiting it to custom properties](https://github.com/w3c/csswg-drafts/issues/2864#issuecomment-1408740179) because their computed value serialization is already fully defined.
