+1 for redefining `CSSRuleList` as a subclass of ObservableArray so that all places in the CSSOM that use `CSSRuleList` can benefit (in fact I wrote a lengthier comment suggesting exactly that, then realized it had already been proposed above 🤣

We could also deprecate these methods, so that browsers can start printing out warnings when they are used.
