This seems like something that would happen as part of the [focus steps](https://html.spec.whatwg.org/multipage/interaction.html#dom-focus-dev) which lead to the keyboard showing, or if the keyboard is shown via the virtual keyboard API then it should be included in the steps [there](https://www.w3.org/TR/virtual-keyboard/#the-virtualkeyboard-interface).
