[csswg-drafts] [meta] Redirect to w3c.github.io/csswg-drafts when drafts.csswg.org is broken (#7760)

Loirooriol has just created a new issue for https://github.com/w3c/csswg-drafts:

It happens almost every day that e.g. https://drafts.csswg.org/css-contain-2/ just shows:

So clearly drafts.csswg.org is borken, but it can still display that table as a fallback.

Can we replace this useless fallback with a redirection to https://w3c.github.io/csswg-drafts/css-contain-2/ ?
