It would be good to get confirmation on that, but also, if keeping tokens around for the duration of parsing a declaration is such a big cost, another option could be to …not. Just keep the raw string around, or even just the index in the source. Of course in the rare cases where you have an element selector followed by a pseudo-class you have to re-tokenize, but it may be deemed a worthy tradeoff?
