This may makes [this wpt](https://searchfox.org/mozilla-central/rev/7b5c93295ea5071d3cc5b3ac21c6e8e654f69e1b/testing/web-platform/tests/scroll-animations/css/scroll-timeline-dynamic.tentative.html#132-159) unreliable because in Gecko, the "[immediate]" test case is during play-pending, and the "[scroll]" test case is during play.
