If this issue is still relevant, I have suggested a new CSS property that would also cover the problem described here. https://github.com/w3c/csswg-drafts/issues/7848 It is a lot simpler though, since it's just a multiplier to the existing layer resolution pipeline. Because of its simplicity there would be fewer edge cases and concerns around implementation.
