Yes, just being able to specify a color is much simpler than Mats' proposal. But one of the ideas is generalizing `column-rule-width`, `column-rule-style` and `column-rule-color` from https://w3c.github.io/csswg-drafts/css-multicol-1/#column-gaps-and-rules These are already implemented in browsers, so it would be a matter of generalizing to gaps in general (not just multicol) and adding the row analogs.
