CC @bokand `git blame` indicates you authored https://github.com/w3c/csswg-drafts/commit/29eaa5c6f3564466a4e5e70405cdfb575a71c2dc which added the scrolling event loop section for [VisualViewport scroll](https://drafts.csswg.org/cssom-view/#dom-visualviewport-onscroll) events.
