Some spec, somewhere, needs clarification, because the current text in css-scoping-1 can't easily be applied to name-defining things that aren't "global" . @tabatkins seems to have agreed with that [earlier](https://github.com/w3c/csswg-drafts/issues/5984#issuecomment-964428766): > Container names don't need to be tree-scoped; they're not globally registered/visible, but are instead solely looked up via an ancestor search.
