@annevk @tabatkins my point was that there are two orthogonal issues: * Whether `<base>` is respected or we should just ignore and treat as local refs. * Which tree we find stuff in. And it's unclear browsers are consistent, I'm pretty sure we don't use the stylesheet's tree.
