Whether something is legacy or not depends on - https://github.com/w3c/csswg-drafts/issues/7900 The sets of legacy color values, and colors that resolve to sRGB, intersect which makes creating a readable grammar more difficult. Agree with the overall goal of making things clearer to implementers. Individual sections do say whether they resolve to sRGB.
