With 'app' style layouts with independently scrolling sections, it's entirely possible that 2-axis size containment will become more popular as well as 1-axis. Those layouts aren't generally relying on fragmentation, but that could become an issue when printing. I do tend to lean towards improving fragmentation wherever we can.
