Re: [csswg-drafts] [css-text] text-transform capitalize for words separated by periods only (no space) (#8031)

Are you proposing that we

- Standardize on TR29? (Doesn't give the desired results in this case, apparently.)
- Standardize on word spaces only? (Doesn't work well for e.g. slashes.)
- Create a complete new set of segmentation dedicated to text-transform word boundaries (e.g. separate on only spaces and slashes, and no other punctuation)?
- Create a partial new set of segmentation rules (e.g. separate on spaces and slashes, and maybe other punctuation up to the UA, but not on periods or hyphens)?

Note there are probably i18n implications to either creating our own set of rules or forcing standardization on TR29 (which was not designed for this exactly).
