Nested elements can also clip because of hw constraints (like max texture size). The proposed resolution I put was intended to capture the clipped/unclipped distinction without explicitly tie-ing it to the root. If the snapshot doesn't cover the full ink overflow rectangle of an element, then some elements won't be painted.
