Implementing `:empty` per spec is a proposal for Interop 2023, see https://github.com/web-platform-tests/interop/issues/180. However, the [use counter](https://chromestatus.com/metrics/feature/timeline/popularity/2624) already referenced in this thread is now at 2.5%.
