I'm fine with renaming it to `font-display: block-page`, with a note that it falls back to `font-display: block` if the UA still wants to render a frame while the font is pending (in cases like, e.g., if the timeout has been reached or if the font is in an in-body style sheet). I think @yisibl's comment might be out of the scope of this issue, since this issue is about reducing FOIT and CLS, which are for the entire page.
