I'm not hearing a compelling reason to remove `hwb()` and hearing some support for retaining it. Can I Use says it is [implemented in Gecko and WebKit](https://caniuse.com/mdn-css_types_color_hwb) and [wpt agrees that Blink doesn't implement it yet](https://wpt.fyi/results/css/css-color?label=master&label=experimental&aligned&q=hwb). @tabatkins is Blink expected to show up in Blink at some point? I couldn't find a bug for it.
