I think Chrome's behavior is intentionally to conform to [the compositing spec](https://drafts.fxtf.org/compositing/#pagebackdrop) @chrishtr

Currently Chrome has a [bug](https://crbug.com/667006) about background-attachment:fixed with transforms.
