Agenda+ to request resolution for adding isVisible with the default behavior of:

1. Has a box ("is rendered" according to HTML spec terminology)
2. Is not skipped by content-visibility:hidden ancestors

And take a dictionary of optional add-ins for extensibility to more use cases.
