Ok, so in any case it seems like as @plinss mentioned, there are two different properties, the modal-ness of a dialog, and the top-layer-ness of it. Given the comment above, I'd say it's fair that we need at least a pseudo-class for the former. If we have that, I'd rather not have a more generic alternative without more use-cases, at least. So I guess the main discussion should be about whether we name that `:modal-dialog` or just `:modal`, and a more general pseudo-class can be for another issue.
