That feels like different kind of wallpaper to workaround that `<summary>` shouldn't be a list item in the first place. I'd rather fix that directly some time in the future. I think in practice `counter-increment: <counter-name> 0` *is* the way to say that this node doesn't have an increment. I don't see why we need to introduce a new keyword when the intent from the author is already clear.
