I was specifically referring to this part:

> If <em>either</em> of the following conditions are true:
>        *   the associated <a>animation</a>'s [=timeline duration=] is
>            unresolved or zero

I think that if we have other fixed duration timelines it doesn't necessarily hold that we would want them to be endpoint inclusive.
