It just happened to be that shrink-to-fit seemed to be the sensible/spec-mandated behavior, at the time of those earlier discussions; but I don't think we're inherently opposed to stretching behavior. I do want to be sure that we consider other related form controls (e.g. textarea, `<input type="image">`, etc.) as well. It looks like things are a bit all over the place right now -- e.g. for buttons, WebKit stretches in both axes (vs. Gecko/Chrome shrink in the inline axis).
