Re: [csswg-drafts] [css-cascade] `revert-layer` keyword in keyframes (#6749)

The CSS Working Group just discussed `revert-layer in @keyframes`, and agreed to the following:

* `RESOLVED: revert-layer reverts animation origin and nothing else`
