The in flux [Map Markup Language](https://maps4html.org/MapML/spec/) spec proposes a `<layer>` element ([example usage](https://maps4html.org/MapML/spec/#authoring)), and although it's not yet clear how [styling MapML with CSS](https://github.com/Maps4HTML/MapML/issues/71) should work I think authors are likely going to want to scope styles to layers, in which case `@layer` may (or may not) be appropriate.
