I think so.

Having worked to get that clarification made, I'm aware of absolutely no effect of that work. 

It would be ideal if the default auto behavior was as the OpenType spec describes. 

But I'll settle for being able to configure to achieve the specced behavior, and being able to configure for other behavior.
