The CSS Working Group just discussed `move scroll-behavior from cssom-view`, and agreed to the following:

* `RESOLVED: move scroll-behavior from cssom-view to css-overflow-3`

<fantasai> github: https://github.com/w3c/csswg-drafts/issues/6482
<fantasai> florian: We realized that CSSOM-view doesn't only contain OM stuff, but a property definition... that relates to overflow
<fantasai> florian: so maybe that property should be moved to the overflow spec
<fantasai> florian: is scroll-behavior property
<fantasai> florian: putting in OM spec makes not very discoverable
<fantasai> Rossen_: seems like a righteous and easy resolution
<fantasai> Rossen_: any objections?
<fantasai> RESOLVED: move scroll-behavior from cssom-view to css-overflow-3
<fantasai> florian: just want to note that we have both scroll-behavior and overscroll-behavior, maybe not ideal
