No, the resolution was that it should match `visible`, and thus be 100 in the OP's example.

Looking over CSSOM View, I'm pretty sure that nothing needs to be done here - the [scrolling area](https://drafts.csswg.org/cssom-view/#scrolling-area) calculations don't reference the 'overflow' value at all, and from my reading should indeed give the same value regardless.
