I think "levels" had generally positive comments in the previous thread. While "priority" makes a lot of sense, it might be confusing that these explicit layers/levels/priorities have a _lower priority_ than normal (unlayered/leveled/prioritized) styles. So if you add `@priority {}` to an existing stylesheet, you would be de-prioritizing those styles.
