What exactly isn't clear? > As long as there exists an eligible track in the obtained row/column grid **such that there is no table-column/table-row box defining the said track explicitly**, and both the said track and the previous one are spanned by the exact same set of cells, those two tracks must be merged into one single track for the purpose of computing the layout of the table.
