A related question is that you might want to say, a fallback font must
have a matching italic and be such-and-such a weight and maybe support
such-and-such a language or character range (no spindly é in the middle
of regular text!).

So that suggests an @font-family or @font-set (potentially defining
multiple related families) might be worth exploring.
