I don't have strong feelings about this. I think it is in the spirit of CSS2 for the percentage height to resolve against auto to zero in this case, but I also think that authors are better served when percents resolve against something real. I'm interested in hearing from @dholbert @fantasai @aethanyc @tabatkins.
