Indeed. However, for line breaking, U+3000 is currently [BA](https://www.unicode.org/reports/tr14/#BA) (tailorable) per `UAX #14` and that conflicts with the requirements of [Nuo tai](https://github.com/w3c/clreq/issues/411#issuecomment-997154843). Perhaps this is something that should be tailored by the UA when `lang` is `zh`.
