This should be specified, but I am not convinced it be _in the CSS spec_. Not only should the host language own which elements _can be an X_ (as suggested in https://github.com/w3c/csswg-drafts/pull/6537#discussion_r694278766), but it seems to me it should also own the list of widget types elements can be.
