This should be specified, but I am not convinced it be _in the CSS spec_. Not only should the host language own which elements _can be an X_ (as suggested in https://github.com/w3c/csswg-drafts/pull/6537#discussion_r694278766), but it seems to me it should also own the list of widget types elements can be. Otherwise, HTML cannot introduce new types of widgets without first depending on an update in CSS.
