To solve for case: 1. Be able to perfectly align an element's header with its scrolling body. (See the GMail example and my example) There is a need to specify padding on the header element if there are classic scrollbars, but remove that padding if on Safari with overlay scrollbars. For example, adding padding of 16px to my non-scrollable header will misalign on Safari because my scrollable content will not have a scrollbar gutter.
