Looking at just the titles of "A" and "B", and not worrying about implementation yet, I vote "B".

Interoperability will require either rebuilding a component from scratch, or standardizing the varying layouts, shapes, glyphs, and gradients that different browsers' form elements use – which isn't a job for CSS alone.
