Leaving aside some recent attempts to work around buggy browser implementation by using 1/96 of an inch as a scale unit, I don't think approaches to optical size design by type designers are significantly different _in intent_. Individual designers working on specific designs will have particular ideas about how optical size should work within those designs, but there is a common understanding that a 6pt design is intended for optical use at 6pt size, that the pt is 1/72 of a physical inch, and that some idea of ideal distance and visual acuity is implicit. The distance is the factor most likely to vary, and which needs to be specified if we want opsz to be interoperable (unless we were to add a distance measurement data flag to the axis record; does anyone want to do that?) Presumed visual acuity is good, unless one is specifically making a font for people with eyesight problems.

From conversations with colleagues who make optical size families, from reading Tim’s book, and from looking at a lot of metal type, I think a typical reading distance based on holding the text medium in one's hands at a physically comfortable distance is indeed implicit in opsz design for _text_ — implicit distance for display size design varies more—, can be quantified, and can be made explicit in the opsz axis description.

[Where I have recently found colleagues to disagree is in what range of opsz the default instance should be. @dberlow has suggested a larger size than in my draft axis description, and it's something that I think is likely to be determined by target medium and use. It is, in any case, only a suggestion in the axis description.]
